Megan Carter

Senior Regeneration Manager, PCC

Role within team:

Megan leads both the internal and external Tipner West regeneration teams. Her role is to ensure that the programme stays to time and budget. Her role involves extensive engagement, organisation, financial management and leadership of this vast regeneration scheme.

Background:

Megan started her career within the private sector as a senior manager. Then transitioning into local authorities her skills of being able to drive a team forward, deliver result and enable things to happen made project and programme management a perfect fit. Megan has a unique skill of being able to digest and translate complex messages for any audience and thrives on the challenges and drivers of local authorities.

 

Natascha McIntyre Hall

Assistant Director, Strategic Developments, PCC

Role within team:

Natascha oversees regeneration and development opportunities in Portsmouth.
She identifies large regeneration opportunities with the opportunity for thousands of new homes, creating new sustainable communities that contribute to Portsmouth as a place.

Background:

Natascha has programme manager experience working directly for various high-profile clients, to develop effective strategy options for large complex development portfolios. In particular, Natascha is driven to challenge ideas and interrogate markets to maximise value. Her portfolio includes managing development opportunities at Westminster City Council, Gleeds and AECOM.

 

Florentina Cardozo

Assistant Project Manager, PCC

Role within team:

Florentina provides support in the delivery of the Tipner West regeneration programme supporting the growth and regeneration of Portsmouth. She assists in the monitoring and administration of external consultants and project staff in the completion of work packages and ensuring targets are achieved. In addition, she liaises, as required, with the project client, project team, consultants and the general public; and monitoring the design and construction of works against pre-defined criteria of programme and budget.

Background:

Florentina is a political scientist with extensive research experience in political parties and legislative processes, with professional emphasis on project management. She has advanced skills in the collection, systematisation and analysis of information. Comprehensive work in the formulation of public policies and development of legislative advocacy strategies. Florentina is author of research publications for NGOs, United Nations and UNESCO.

Jason White

Communications Lead, PCC

Role within team:

Jason leads on communications strategy and stakeholder engagement for the programme and is also responsible for all associated PR. Jason manages the expectations of a wide range of stakeholders, including Portsmouth City Council’s cabinet members and senior officers.

Background:

Jason is an experienced communications professional who has worked in both public and private sectors. A specialist in strategy planning, he is also experienced in managing complex stakeholder relationships, reputation management, media handling, crisis communications and copywriting. Prior to working in local government, Jason has worked in the healthcare sector and the health and fitness industry.

Gavin Hall

Lead Consultant, Savills

Role within team:

Gavin leads the consultancy team that is coordinating the masterplan, planning application and environmental assessments that will enable Tipner West to be delivered successfully.

Background:

Gavin has over 20 years of professional experience working on the south coast to deliver significant complex mixed-use regeneration schemes on challenging sites in order to make a difference to the communities that will benefit from them. Gavin works and leads the local Planning Team at Savills and was responsible for the Tipner Interchange and Busway in Portsmouth and has also overseen the transformation of Woolston in Southampton when the Vosper Thornycroft Shipyard ceased trading and closed.

Mike Ward

Consultant, Marina Projects

Role within team:

Mike leads on marine aspects and in particular consideration of access to water opportunities, marine employment proposals, marine Licensing. He also leads on the engagement with a wide range of marine sector stakeholders and the marine industry.

 

Background:

Mike has spent his professional career in the marine sector; he started working for Portsmouth City Council on a range of projects in the commercial docks and has detailed knowledge of Portsmouth Harbour. As Managing Director of Marina Projects Ltd, based in Gosport, he leads a locally based professional consultancy team dedicated to exploiting the potential of waterfront sites across the world, including some of the world’s foremost superyacht marinas.

Glenn Wilson

Consultant, Gensler

Role within team:

Glenn leads on master planning for the Tipner West project. Together with the team at Gensler he is responsible for strategic design development including urban design and landscape architecture. Glenn is also responsible for the project management and client and consultant relationships related to the project.

Background:

Glenn is an accomplished and versatile project lead for master planning with extensive experience in the UK, Europe, the Middle East and Africa. He has led a wide range of projects from a variety of sectors including; mixed use, education, residential, leisure and retail. From vision creation through to strategic conceptualisation and design delivery he has experience in managing complex and challenging projects. Prior to working in urban design, Glenn had a career in marketing and advertising.

 

Emma Davies

Consultant, Faithful & Gould

Role within team:

Emma is the Project Director for the F+G Tipner project team.  Her primary role is to provide cost consultancy services with additional services such as Principle Designer as called upon by PCC.

Background:

Emma is a Director at Faithful & Gould and I have a total of 30 years’ experience in the industry.  She is a Planning and Development surveyor, concentrating primarily on the early stages of projects and has delivered a number of large scale urban regeneration and masterplanning projects, majority residential led, throughout the UK.  Emma’s project portfolio includes Hendon Waterside (2,200 homes and a new town centre), Thamesmead (up to 20,000 new homes, public realm, leisure and employment) and Welbourne Garden Village (6,000 homes, shops, schools, employment and local facilities). In addition to Emma’s project work, she sits on the London Legacy Development Corporation Planning Committee as an independent member, determining planning application for the legacy construction of the London Olympic Park.

Ian Shrubsall

Consultant, WSP

Role within team:

Ian leads on strategic advice, project management and coordinating of the technical services from WSP, who are providing the transport, infrastructure, engineering and a full range of environmental and sustainability services and specialisms.

Background:

Ian is a Chartered Surveyor with 30 years’ experience, in consenting and development management for major infrastructure, marine and residential development projects. Ian was a former Managing Director with Berkeley Homes, and was part of the team on the Gunwharf Quays, Portsmouth, and Imperial Wharf, Chelsea Harbour developments. Ian was also a strategic lead on infrastructure projects including the Hinkley Point and Sellafield new nuclear DCO and TWAO projects, including new jetty and harbour works.
